On July 7, Launching Ceremony of Shenzhen Bay Laboratory (SZBL) Party-masses Activity Center & Signing Ceremony of Co-construction Agreement signed by Shenzhen Bay Laboratory with Culture, Radio, Film, Television Tourism and Sports Bureau of Guangming District, Bureau of Justice of Guangming District, Shenzhen Talent Group Co., Ltd. and Shenzhen Merchiston Castle School was successfully held.
In order to celebrate the 101st anniversary of the founding of the Communist Party of China, fully implement the spirit of the 13th Party Congress of Guangdong Province, welcome the 20th National Congress of the CPC with our practical actions, stimulate the original innovation momentum, and help construct talent highland and National Comprehensive Science Center in Guangdong-Hong Kong-Macao Greater Bay Area (GBA), the Launching Ceremony of Shenzhen Bay Laboratory (SZBL) Party-masses Activity Center & Signing Ceremony of Co-construction Agreement signed by SZBL with Culture, Radio, Film, Television Tourism and Sports Bureau of Guangming District, Bureau of Justice of Guangming District, Shenzhen Talent Group Co., Ltd. and Shenzhen Merchiston Castle School was successfully held on July 7, 2022.
The event invited Miao Ningli (Executive Deputy Party Secretary of Shenzhen Municipal Work Committee of Agencies Directly Under Shenzhen Municipal Committee of the CPC), Zeng Wufei (Member of Standing Committee and Director of Organizational Department of CPC Guangming District Committee), Hu Xiaojun (Party Secretary of the Committee of SZBL), Wu Feng (Deputy Party Secretary of the SZBL Committee and Secretary of the Disciplinary Committee of SZBL).
Hu Xiaojun extended a warm welcome to the guests and said that, “on the occasion of the 101st anniversary of the founding of the Communist Party of China, in order to implement the spirit of the 13th Party Congress of Guangdong Province, it is of great significance to hold the Launching Ceremony of SZBL Party-masses Activity Center & Co-construction Signing Ceremony signed by SZBL with various organizations; Shenzhen Bay Laboratory, with the “scientist-based” concept, has worked hard to promote “dual-integrating & dual-promoting” (integrating the leadership of the party into all aspects of the corporate governance structure, integrating the party building work into the entire process of production, operation, safety management, etc., promoting improvement of execution through standardization, promoting high-quality development through high-quality party building), especially pondered over how to bring in talents, utilize them sufficiently and retain them, and took measures on how to ensure scientific research services; Party-masses Activity Center will provide an important physical space and place for education of party members, scientific research exchange, employees’ parent-child activities, etc., being an important base for cohesion and an important part of the overall organizational culture construction of SZBL; deepening the cooperation and exchanges between SZBL and various organizations, with the support of relevant departments in Guangming District, will form a good situation of complementary advantages and win-win cooperation, make new and greater contributions to the construction of Guangming Science City, Guangdong-Hong Kong-Macao Greater Bay Area and Shenzhen Socialist Pilot Demonstration Area, and celebrate the 20th National Congress of the CPC with practical actions.
Miao Ningli gave full affirmation to SZBL’s work in the party building and said that, Shenzhen Bay Laboratory shall continue being an active explorer and creator of party building work in new scientific research institutions. He also pointed out that SZBL shall continue adhering to the work idea of “standard + quality + demonstration” to create more experience in comprehensively improving the quality of party building in the scientific research institutions; continue adhering to content innovation and method innovation to create more experience in improving the attractiveness of party building work in the scientific research institution; continue adhering to “scientist-based” service concept to create more experience in improving the sense of belonging and enthusiasm of the scientific research team; continue adhering to the pursuit of “dual-integrating & dual-promoting” of party building and scientific research to create more experience in helping the high-quality development of scientific research of SZBL with high-quality party building.
Zeng Wufei expressed his hope that SZBL shall adhere to the Party’s overall leadership over scientific and technological work, and integrate party building work into daily experimental technology and technological breakthrough. SZBL shall take the opportunity of the co-construction to carry out various forms of party building activities, and create the brand projects of scientific and technological innovation driven by the party building to promote scientific and technological innovation at a higher level.
At the meeting, Bao Xiaohong (Director General of Culture, Radio, Film, Television Tourism and Sports Bureau of Guangming District), Wei Youdong (second-level researcher of Bureau of Justice of Guangming District), Xing Hui (President of Shenzhen Talent Group), Lyu Jianjun (Chairman of Board of Directors of Shenzhen Merchiston Castle School), etc. respectively introduced the content and specific implementation measures of the co-construction, which were unanimously approved by the participants. After the meeting, all the participants visited the SZBL Party-masses Activity Center together.
The event also invited the representatives as witness guests from Organizational Department of the CPC Shenzhen Municipal Committee, Development and Reform Commission of Shenzhen Municipality, Science, Technology and Innovation Commission of Shenzhen Municipality, Development Research Center of Shenzhen Municipal People’s Government, Shenzhen Science and Technology Association, Organizational Department of the CPC Guangming District Committee, Science, Technology and Innovation Bureau of Guangming District, Guangming District Mass Organizations Work Department, Tsinghua Shenzhen International Graduate School, The China Development Institute (CDI), PKU-HKUST Shenzhen-Hongkong Institution, Shenzhen Academy of Disaster Prevention and Reduction, Shenzhen Aerospace Science and Technology Innovation Research Institute and other organizations.
The co-construction projects by Shenzhen Bay Laboratory and Culture, Radio, Film, Television Tourism and Sports Bureau of Guangming District include three major projects: cultural and sports facilities for pleasant enjoyment of scientific talents, activities for preferential enjoyment of scientific talents, cultural and sports elites of scientific talents, involving 10 specific projects, with a total of 18 specific contents. The co-construction projects by Shenzhen Bay Laboratory and Bureau of Justice of Guangming District include Guangming Science City’s “Legal Escort • Together with Enterprises” action, etc. The co-construction projects by Shenzhen Bay Laboratory and Shenzhen Talent Group involves high-end talent services, dispatch outsourcing services, talent public services, and science, technology and innovation services for talents. The co-construction projects by Shenzhen Bay Laboratory and Shenzhen Merchiston Castle School mainly involves serving international talents to take root in Shenzhen, exploring new modes of cultivating international talents, and providing international education for children of overseas returnees and foreign scientists, so as to solve their worries.
